Is confiscated cocaine ending up in the market again?

This is the thousand dollar question asked by the Public right from the beginning of detection of drugs by  police narcotics division . But no one bothered to answer this question.
Now  the President Maithripala Sirisena has raised the question on the procedures followed to dispose the confiscated illegal substances in Cabinet yesterday . In reply, Minister of Law and Order Sagala Ratnayake informed him that there were no set regulations or procedures on how the substances should be disposed of. The authorities have not monitored this until now, Ratnayake informed Cabinet.
After this shocking disclosure, it was decided to destroy  all confiscated drugs  in the presence of a member of the Judiciary and appointed a committee comprising Justice Minister Wijeyadasa Rajapakshe, Minister Ratnayake and Science, Technology and Research Minister Susil Premajayantha to formulate the necessary procedures and regulations to be followed in disposing confiscated illegal substances.
However, the  question remains unanswered as to who is responsible  to account for the stock of drugs detected and confiscated up to now?
