Who is the Owner of 13+?

Member of Parliament  Keheliya Rambukwella  gave an interview to a news paper in  Srilanka . In that interview  he said, that it was wrong  to blame  Mahinda Rajapaksha as the owner of 13  + .  Real owner of 13  + is  Former Indian Foreign Secretary  Sivashangar Menon .  In a discussion with Mahinda Rajapaksha , Menon made this proposal . Under this proposal,   he made it clear to establish  an upper house, which includes  all nine Chief Ministers. There after Mahinda Rajapaksha had a meeting with the  Former Indian Prime Minister Manmohan Singh  in this meeting Manmohan Singh  wanted to know the definition of 13 +  Mahinda explained to him as what was told to him by Sivashangar  Menon . This is how 13 + came into the scene . Hence,  it is clear  Mahinda is not  the owner of the 13+.

Thirteen  amendment to the Constitution  was thrusted  upon Srilanka  by India against the wish of J.R. Jeyawarda and the people . Today  due to  international  pressure  Srilanka Government is going to amend the Constitution paving way  to divide the country.
