Rs.6 million ADB Grant Utilized to Construct a new Reception Counter?

A politico who has taken over a new ministry wanted to replace existing good condition reception counter with a new counter at Rs. 6 million cost. Idea of this new counter has been initiated by a political authority handling employment on a request by the establishment head. For this purpose ADB grant is to be utilized.
