Arjuna Cautions Fuel Shortage Again?

Petroleum Resources Development Minister Arjuna Ranatunga has cautioned that fuel shortage may arise due to import of low grade fuel, delay in  arrival of fuel carrying 2 or 3 ships and delay in refinery etc.

He said, no one can avoid above reasons which cause shortage of fuel. In other words, he cannot guarantee continuous supply of fuel in Srilanka?
