Conducting General Election Prior to Presidential Election?

According to the 19th Amendment to the Constitution 1(3) paragraph, “The next Presidential election would have to be held in August 2020 and not November 2019.”

Presidential advisors reported to have focussed their attention to hold the General elections prior to the Presidential elections.  In this connection that they are expected to seek the opinions of legal experts, the sources said.
