Hooting and Shouting is the order of the day in Parliament Today?

Today COPE report on Central Bank bond was submitted by the Chairman of the Committee Sunil Handunnetti. While most of the Parliamentarians including Prime Minister praised the Chairman for submitting a straight forward report, Joint Opposition members started hooting and shouting when Government members commenced speaking on the subject. Observers in the gallery say hooting and shouting is the order of the day in parliament today.
