In Human Resources Development Manager Post Without G.C.E (O/L)?

A Colombo based media has revealed that a Human Resources Development Manager attached to Tea Small Holdings Development Authority is not qualified in G.C.E (O/L).  If anyone passed G.C.E (O/L) in 6 subjects including language and arithmetic is recognized as G.C.E (O/L) qualified. But this particular HRD manager has obtained 2 Cs and 5 s but failed in arithmetic. He is acting as deputy chairman of Srilanka Freedom Party trade Union.
