Envoy Disappointed the High Political Authority?

An invitation was extended to the former power from a friendly south Asian Country. The invitation  was to deliver a special talk at an event  at the country’s defence university.
On learning about this, a high political authority lost his balance and disturbed. He wanted to express his government’s displeasure to the guest country’s  envoy in Srilanka. Matured senior politicians advised him not to do it as it would be seen as undiplomatic. However, the high political authority called the foreign envoy and told him to call off the proposed visit.
In response , the envoy said to have  replied politely that the invitation had come from  the highest echelons in his country and there was nothing he could do it. High political authority remains disappointed.
